Peoria permits through its own development and engineering department, and the city runs long north to south — which matters more here than in most valley cities, because the two ends are different building problems.

South Peoria is the older half: post-war and 1970s stock on established streets, block construction, and the electrical and mechanical upgrades that come with opening those walls. North of the 101 the ground is master-planned and recent, and the work is what a production builder did not include — extended patios, casitas, garage conversions and outdoor kitchens.

The northern subdivisions bring HOA architectural review on top of the city permit. We submit both in parallel rather than sequentially, because discovering an HOA committee after the city has already approved is how a schedule loses a month.
