Apache Junction runs its own development services department, so the building permit is the city's. The city straddles the county line with most of it in Pinal rather than Maricopa, and which side a parcel sits on still changes the county-level paperwork around it.

The housing here is different from the rest of the east valley. Alongside conventional stick-built homes there is a large body of manufactured and mobile housing, park models and additions built onto them over decades. Working on those is its own discipline — the structure, the tie-downs and the permitting are not the same as a stick-built addition, and we are straight about what can and cannot be done to one.

The ground rises towards the Superstitions and lots on the eastern edge come with rock, slope and long unpaved approaches. That changes excavation cost and it changes what a concrete truck can reach, so we walk the access before we quote it.
