Most valley cities issue their own
Phoenix, Mesa, Chandler, Glendale, Scottsdale, Gilbert, Tempe, Peoria, Surprise, Avondale, Goodyear, Buckeye and Queen Creek all run their own building departments. So do the small towns people assume would contract it out — Carefree, Guadalupe, Youngtown, Litchfield Park and Tolleson each issue their own permits.
Where that is the case the process is familiar and the review window is reasonably predictable, which is most of what a programme needs from it.
The exceptions are the ones worth knowing
The City of Maricopa is in Pinal County, not Maricopa County, about thirty-five miles south of Phoenix. It catches people out often enough that it is worth saying twice.
San Tan Valley incorporated on 1 July 2026 and is mid-handover. To the end of 2026 it is a two-step: a zoning clearance from the Town first, then the building permit from Pinal County with that clearance attached, under an intergovernmental agreement. The Town is expected to take permitting over in full during 2027, so this is a fact with a shelf life and we confirm which path is live at the time of the project rather than assuming.
Sun City, Sun City West and Anthem are unincorporated, so those permits are a Maricopa County submittal. In Sun City there is also a separate fire and life-safety permit from the Sun City Fire District.
Phoenix is one authority with several boundaries inside it
Laveen, Ahwatukee, Deer Valley and the areas people call North and South Phoenix are not municipalities — they are urban villages or informal names inside the city, and inside the city limits they permit through Phoenix. Two boundaries matter.
The Gila River Indian Community borders Laveen and South Phoenix to the south. It is sovereign, runs its own building safety, adopts its own code editions and requires third-party plan review, so a parcel on the wrong side of that line is not a Phoenix permit at all. And North Phoenix is colloquial: its northern fringe runs into unincorporated Maricopa County, where the permit is a county submittal.
Why it sits at the front of the schedule
A review window is not dead time if it is planned for and it is a lost month if it is not. The failure we see most often is a demolition or a tear-off started against a permit that has not cleared, which turns a controlled programme into a house standing open while somebody waits on a queue.
The second failure is sequential approvals. Where a community has an architectural committee, that is a separate consent from the city permit, and finding the committee after the city has already approved costs a month for no reason anybody can point at afterwards. Both go in together.
Ask who issues the permit for your specific address before you ask anyone for a start date. On most valley streets it is the city; where it is not, it changes the programme rather than a detail of it.
