Surprise permits through its own development services department. Nearly all of the city as a homeowner knows it was built after 1998, so the fabric is consistent in a way older valley cities are not: slab-on-grade, engineered truss roofs, stucco over frame.

That consistency shapes the work. There is very little structural repair and a great deal of addition — extending a footprint, enclosing a patio, adding a casita on a lot that was platted with room for one. Matching stucco texture and roof tile on a twenty-year-old elevation is the recurring craft problem rather than opening up a wall and finding surprises.

Sun City Grand and the other age-restricted communities inside the city carry their own architectural committees and their own rules on working hours and contractor access. We read those before quoting, because a schedule that ignores a seven-to-four access window is not a schedule.
