Cave Creek is a town with its own permitting, and building here is closer to rural work than suburban work despite being inside the metro. Lots are large, the desert is protected, and what is allowed to be cleared is limited.

Many properties run on septic and some on private wells rather than town services, and neither of those is the town's to permit — septic goes through Maricopa County Environmental Services and a well through the Arizona Department of Water Resources. That matters on a remodel: adding bedrooms or a casita can push a septic system past its designed capacity, and it has to be resolved with the county on paper before anything is dug.

The ground is rock close to the surface across much of the town, and washes cross a lot of parcels. Excavation costs more and takes longer than the same trench in the valley floor, and building near a wash brings drainage requirements that shape where a structure can actually sit.
