Converting a Phoenix garage to an ADU? Check permits first

Phoenix treats a garage conversion as permit work. Check the garage's approval history before designing an ADU around it.

Planning to turn a Phoenix garage into an accessory dwelling unit (ADU)? Check the permit history before you design the new rooms. The City lists garage and carport conversions among residential work that needs a construction permit. Its ADU guide also says an unpermitted building must have a permit path before the owner pursues the ADU permit.

The old garage and the new conversion are separate questions

A garage can be standing and still have a permit-history question. The City’s Beginner’s Guide to ADUs directs owners of unpermitted buildings to contact the Planning and Development Ombudsman to learn how to apply for a permit to legalize the structure before pursuing the ADU permit.

That does not mean a missing document in a homeowner’s files proves the garage was built without approval. It means the record should be checked before the conversion scope is priced or drawn. The City’s Residential Additions and Remodels page separately lists garage and carport conversions as permit work.

What to gather before asking about the conversion

Start with the property address and any garage plans, permit records, inspection notes, or contractor documents you already have. Note any later work that changed the structure or openings. Then ask Phoenix Planning and Development what the record shows and what steps apply if a permit is missing. The City guide specifically directs owners with unpermitted buildings to the Ombudsman before applying for the ADU.

Once that question is resolved, define the proposed conversion as its own project. Phoenix’s plan-review process can require corrections and a resubmittal, so ask who will prepare the drawings and handle City comments. Keep the existing garage record, the planned ADU work, and the permit application together in the scope discussion.

Questions to settle before design is fixed

  • What permit and inspection history exists for this garage?
  • Were there later changes to its walls, openings, roof, or utilities?
  • If the City identifies unpermitted work, which permit process must happen before the ADU application?
  • Who will prepare the conversion plans and respond if Phoenix requests corrections?

After the permit-history question is clear, plan the conversion’s utility route and site layout. See Quest’s ADU construction service and our guide to checking the sewer path for a Phoenix ADU.
